The coalition government is bringing in civil orders to tackle the issue by protecting girls at risk but the committee says more needs to be done.
The process from allegation to prosecution is fraught with problems. From police to social services to teachers to nurses to doctors the responsibility buck is passed leaving the victims to suffer.
In February NHS doctor Dhanuson Dharmasena, 32, was cleared of carrying out FGM on a young mother. This was the first prosecution of its kind in Britain. In this case the doctor 'redid' the FGM which the woman had endured aged six in Somalia while he was stitching her after she had given birth. A nurse reported the doctor leading to the prosecution.
