The reason given was that internal events in the country required he remain there. Perhaps, he feared if he went to Moscow he might not get back into North Korea!
Back in 2013, Kim purged his uncle and former mentor, Jang Song Thaek, regarded as the most powerful authority in North Korea next to Kim. This execution was announced and was done after a trial in which he was tried and found guilty of numerous crimes including a decadent life style. At the time, lurid accounts of his execution circulated in the western press asserting that he was fed to dogs. The source of the accounts turned out to be a Chinese satirical magazine. The ability to believe the most extravagant fiction is common to both sides. China's Communist Party newspaper reprinted as a normal opinion peace a satirical article from Onion which declared North Korean leader Kim Jong-un as the sexiest leader alive for 2012.
